In August 2015 a team of investigative journalists* reported in the New York Times that the telecommunication corporation AT&T had been helping the N.S.A. (National Security Agency) in large scale Internet spying, providing direct access to their network for decades. Edward Snowden's disclosures showed that the physicality of the network cables is strictly bounded to geopolitical alliances, and that mass surveillance is a consequence of negotiations and strategic operations on network infrastructure. Do we see direct access as a vehicle for unilateral state surveillance in strategic areas? And how can or should the public respond to this? This panel analyses how the ownership of network cable infrastructure is influenced by power dynamics, intertwining the activities of governmental agencies, private corporations, and NGOs, as well as resulting in activities of pervasive surveillance. Matthew Rice will describe how Privacy International is working on the issue of Direct Access in UK, challenging the TEMPORA programme, the GCHQ's undersea fiber-optic cable tapping programme that Snowden disclosed in the European Court of Human Rights, alongside other human rights organisations. Fieke Jansen will speak about the creation of network interception tools on the cable infrastructure, referring to the access provided by Google to the N.S.A. after Gmail got hacked in China. Anne Roth will refer to the issue of mass surveillance as investigated by the German Parliamentary Committee working on the N.S.A. spying scandal. Im August 2015 berichtete ein Team von investigativen Journalisten in der New York Times[1], dass das Telekommunikationsunternehmen AT&T den US-amerikanischen Auslandsgeheimdienst National Security Agency (NSA) dabei unterstützt hat, das Internet großflächig zu überwachen, indem AT&T der NSA seit Jahrzehnten direkten Zugang zu seinem Netzwerk gegeben hat. Edward Snowdens Enthüllungen zeigen, dass die physische Struktur der Internetkabel eng mit den existierenden geopolitischen Bündnissen verknüpft ist und dass die Massenüberwachung eine logische Folge der strategischen Bedeutung und des Betriebs der Netzwerkkabel-Infrastuktur ist. Ist der unmittelbare Zugang dazu ein Mittel für die einseitige staatliche Überwachung von strategisch wichtigen Bereichen? Wie kann und wie sollte die Öffentlichkeit darauf reagieren? Dieses Panel analysiert, wie der Besitz der Netzwerkkabel-Infrastruktur von den tatsächlichen Machtverhältnissen beeinflusst wird, indem die Aktivitäten von Regierungsorganisationen, privaten Unternehmen und NGOs miteinander verbunden werden und in einer allgegenwärtigen Überwachung resultieren. Matthew Rice beschreibt, wie Privacy International das Thema direkter Zugang in Großbritannien angeht. Privacy International kritisiert vor allem das TEMPORA-Programm – das Anzapfen der Untersee-Glasfaserkabel vonseiten des britischen Geheimdienstes GCHQ –, das Edward Snowden zusammen mit anderen Menschenrechtsorganisationen vor dem Europäischen Gerichtshof für Menschenrechte offenbart hat. Fieke Jansen wird über die Schaffung von Werkzeugen für Netzwerkanalyse und -überwachung der Kabelinfrastruktur sprechen, vor allem in Bezug auf den Zugang, den Google der NSA zur Verfügung gestellt hat, nachdem die Firma in China gehackt wurde. Anne Roth wird das Problem der Massenüberwachung erläutern, wie es sich in den Enthüllungen des NSA-Untersuchungsausschuss des deutschen Bundestages darstellt. Evan Light wird in einem Videobeitrag die Beziehungen zwischen Telekommunikationsunternehmen, privaten Unternehmen aus der Rohstoffindustrie und Geheimdienstorganisationen (NSA/GCHQ) analysieren. Dabei zeigt er auf, was die Anti-Überwachung-Bewegung von den Umweltbewegungen lernen kann.
